Arcane magic in Oath-Bound operates through nwyf — the medium through which arcane effects are instantiated in the prime material. An Arcane Actor does not memorise spells from a book and expend them. They work within the nwyf band system, which governs what they can attempt at their current level of development and at what cost. The PHB spell lists are a useful reference for what effects are possible; the mechanism by which those effects are produced is entirely different.
Divine miracles in Oath-Bound are not daily transactions between a priest and their god. A Divine Actor operates as a sanctioned instrument of their Foundation — their capability derives from a standing relationship between their institution and their god, expressed through the miracle band system. There are no spell slots to fill and no morning prayer to prepare them. There is concord to maintain and fidelity to demonstrate, and a god whose willingness to act through the priest depends on both.
The PHB spell descriptions remain useful as references for what a given working does when it succeeds. How it is produced, what it costs, and what governs whether it is available to a given actor are all determined by the CRM magic rules.
